This position is located within the OCIO, Chief Data Officer Staff. The incumbent serves as a portfolio/project management expert incorporating evaluation, performance measurement, systems engineering, risk management and analytical principles to carry out special programs and projects that are mandated by the Administration, Congress, and the Secretary, especially relevant to effective application of the Foundations for Evidence-Based Policymaking Act of 2018 (Evidence Act).
Duties
Serves as the technical expert and staff advisor in the engineering, development, review, and assessment of performance and data management information.
Provides senior management and leadership with the information needed to make strategic planning decisions.
Conducts data, economy and value-added studies, determining whether goals will be achieved, and the impact of funding upon the achievement of those goals.
Consults with bureaus and offices on the conduct of special studies or surveys of problems, projects, or program implementation.
Establishes and maintains computerized tracking and data visualization applications to document Departmental data strategy performance, data and AI inventory management and Information Management strategic planning status.
Assists the Chief Data Officer, by providing technical expertise, to develop and coordinate plans, performance measurement assessments and reports.
Qualifications
Specialized Experience: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-13 grade level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped the applicant with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves experience in performing analysis and coordinating implementation of ongoing strategic work plans; reviewing new or proposed policy changes to determine process, program and organizational impacts; compiling, analyzing, and preparing information (such as reports, charts, graphs, status updates, etc.) in support of organizational goals and objectives; providing advice or guidance to management to resolve technical issues requiring knowledge of program areas; identifying, analyzing, and providing process or program improvement recommendations to higher level officials.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
