This position is located at the South Texas Veterans Health Care System, Audie L. Murphy Division. The position reports directly to the Health Administration Service Line Assistant Chief and works directly with all members of the network and medical center staffs. Serves as Site Chief for Patient Aligned Care Team (PACT) & Mental Health Administrator with responsibility for oversight of the Scheduling and administrative for South Texas Veterans Healthcare System.

Duties

MAJOR DUTIES AND RESPONSIBILITIES The incumbent has overall responsibility for customer service, pre-registration, scheduling, appointment management, insurance collection, administrative and clinical software maintenance, management of patient first contact resolution processes, call center software, fund control management, VistA program management patient information collection. Develops and implements long and short-range goals and plans, which includes identifying needs and potential issues in operations of the service through analyzing workload, expenditures, trends, and national VA policy implications. Coordinates with VISN leadership on programs and initiatives that have implications for the Site Scheduling operations to include scheduling initiatives, implementation and roll out of new scheduling or other technical software systems, and other initiatives related to supporting patient access to care, including virtual modalities. Participates and support the HAS Leadership in planning, implementing, and evaluating all programs relative to administrative support services, including systematic review, monitoring of performance improvement, space utilization, equipment management, and system analysis. Works closely with Facility Business Implementation Manager, Fiscal and Health Information Managements (HIMS) operations for direct impact the Veterans Equitable Resource Allocation (VERA) system, which is the primary funding model for the allocation of appropriated funds to the medical center. Resolves complaints or grievances from staff members, Veterans, caregivers, and congressional inquiries. Responsible for assuring work processes and finished work products are accurate and compliant and established policies and expectations. Work Schedule: Monday-Friday - 8:00am - 4:30pm or 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, . Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of procedures and techniques of inventory and property management for a tertiary care facility; analyze inventory usage, control the level and flow of equipment and provide recommendations for changes in the equipment program; applying knowledge of Federal Property Management regulations relative to the classification of expendable and non-expendable property; applying knowledge of the necessary forms used for inventory control and purchasing, examples of forms include: procurement request forms, Government Bill of Landing (GBL) forms, bid abstracts, and purchase orders; and participating in the development and implementation of both long- and shortrange policies and plans. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
