This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense (DOD) Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an Engineering Technician for the Operations & Maintenance Division.
Duties
Make on-the-spot decisions and commitments to avoid delays in construction.
Investigate all construction and service phases to ensure compliance with specifications.
Interpret contract documents to determine contract requirements.
Formulate inspection schedules to ascertain compliance with contract requirements.
Estimate material requirements for delivery orders on construction contracts.
Coordinate inspection with other inspectors who may be maintaining surveillance over construction at the site.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent may be required to obtain a government driver's license.
- Incumbent is subject to a medical clearance examination prior to employment. This position may require an annual physical or medical surveillance examination.
- The incumbent must be capable of operating a motor vehicle and maintaining a valid state driver's license.
Qualifications

In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Working with projects involving the maintenance and repair of equipment, systems, and facilities; 2) Assisting in reviewing reports, documenting deficiencies, and providing input for proper remedial action; AND 3) Assisting in reading and interpreting contract documents to determine contract requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).

Education: One full academic year of graduate level education in a field directly related to the work of the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
