This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Under this authority, competitive rating/ranking and veterans' preference procedures do not apply.
About the Position: This position is located at the Directorate of Public Works, Operations and Maintenance Division at Fort Leonard Wood, MO.
Duties
Review, accept, amend, or reject work or product.
Review data for accuracy and completeness on actual construction so that drawings can be updated to as-built conditions.
Prepare justification of additional fund requirements and prepare construction status reports.
Maintain records and files, document discrepancies and other findings.
Give counsel or instructions to employees on both work and administrative matters.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- An appropriate, valid driver?s license is required and must be maintained for the position.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience for the GS-12 grade level: One year of specialized experience which includes: monitoring the implementation of higher-level polices and guidance, makes recommendations and adapt to guidance for local situation relative to the workforce; managing all construction and service type contracts for the Directorate of Public Works; interpreting plans and specifications to contracting officer and contractor and explaining field conditions and local requirements.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet qualifications requirements using experience alone -- no substitution of education for experience is permitted.
