You will serve as the Enterprise Services Acquisition Director for the F-35 Lightning II Joint Program Office. As the Director, you will be responsible for leading activities and staff in preparing acquisition plans, schedules, and other documents related to the procurement of service contracts that directly support the F-35 Lightning II Joint Program Office.
Duties
You will lead the Enterprise Services Acquisition Team in the development and administration of all F-35 Joint Program Office service contracts.
You will advise the F-35 JPO leadership of developing policy and program management issues, including those emanating from higher echelons.
You will be the subject matter expert in all aspects of acquisition strategies and management of service contracts.
You will carry out all aspects of the work of the program office and to exercise managerial authority over the program team for all phases of the program.
You will provide management direction to all IPT Leaders and to other personnel in government activities and contractor organizations who support the program.
You will identify program office and competency area support needed to meet assigned program requirements.
You will direct the development of comprehensive program plans to ensure fulfillment of technical, cost schedule, and performance objectives.
You will provide technical and programmatic expertise for planning, execution and management of program objectives and resources by assuring initial and long-range objectives comply with requirements of DoD, DoN and Foreign Military Sales customers.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
- This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. 1) Utilizing experience as a program manager on a Major Defense Acquisition Program; 2) Demonstrating mastery of the principles of the technical and business systems and the associated processes and practices used to manage weapons systems acquisition in the Navy (ex: knowledge of the principles governing life cycle acquisition management within DoD, DoD Planning, Programming and Budgeting System, and DoD acquisition management process); 3) Utilizing Subject matter expertise in all aspects of acquisition strategies and management of service contracts; 4) Applying managerial, interpersonal, organizational and leadership skills to develop an effective acquisition management team; 5) Applying skills in effective communication and utilizing problem solving techniques to find solutions to program management related challenges.
