You will serve as the Director, Information Technology (IT) Plans and Policy (N16) for the Deputy Chief of Naval Operations for Personnel, Manpower, and (DCNO PM&T) (N1). You will serve as the MyNavy HR business systems integrator, facilitating support, coordination and alignment across the MyNavy HR enterprise. IT Plans and Policy provides capabilities, governance and standardization of business processes, procedures, systems and operations.

Duties

You will be responsible for improving the business operations of the MyNavy HR organization. You will provide organic transformation and business optimization capabilities to improve efficiency, quality and compliance of MyNavy HR operations and optimize business processes to improve MyNavy HR operations and personnel readiness processes. You will liaise with N1 directorates, NETC (Force Development) and Navy Personnel Command (NPC) (Force Management) to develop enterprise-wide business processes, procedures, strategy, governance and solutions to complex problems. You will facilitate the exchange of MyNavy HR operations information (people, processes, technology, funding) to increase operational performance and promote collaboration and transparency across MyNavy HR. You will lead ongoing MyNavy HR transformation efforts to holistically update the ways and means the Navy uses to manage its people. You will direct the development of requirements, designs, implementation and acceptance activities required to modernize MyNavy HR applications, data environments and related IT infrastructure. You will ensure acquisition and contract integration services advice/support across the MyNavy HR enterprise.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge and/or experience of business management, financial management and the planning, programming, budgeting and execution (PPBE) process. 2. Knowledge and/or experience in presenting and justifying requests for appropriations and funds. 3. Knowledge and/or experience in the concepts, principles and methods of Information Technology management within DOD, including defense acquisition framework and evolving DOD business capability lifecycle processes.
