You will serve as the Deputy Director, Overmatch reporting to the Direct Reporting Program Manager (DRPM) and will provide Naval Enterprise leadership across the broader mission of the Chief of Naval Operations and the Assistant Secretary of the Navy (Research, Development and Acquisition) (ASN(RD&A)) with Naval Information Warfare Systems Command (NAVWAR).

Duties

You will be responsible and accountable for designing and delivering an end-to-end operational architecture to enable Naval integration of warfighting platforms, weapons, and sensors. You will collaborate across the Department of Defense (DoD) to ensure Overmatch efforts are well coordinated with multiple agencies and Services, to include the Navy and Joint Staff, US Space Force, US Air Force, and US Army Futures Command. You will be responsible for the acquisition and management of resources from Digital Warfare Office (DWO), Systems Commands, and Fleet sponsors. You will leverage the Digital Integration Support Cell (DISC), established Program Integration Offices (PIOs) to accelerate the development/fielding of digital tools, policies, and practices in concert with the DRPM. You will serve as the focal point and recognized technical authority for Research and Development, Acquisition, and Sustainment programs related to warfighting networks including surface, subsurface, aviation, space, and cyber. You will ensure interoperability and an accelerated transition to autonomous platform operations to enhance warfighting effects and capabilities across the Department of the Navy (DON). You will assist the DRPM with budgetary responsibilities including management of Overmatch's approximately $100M annual budget with substantial influence over an additional $5B.

  • You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment.
  • You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition/Key Leadership Position (KLP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Ability to lead development and fielding of an end-to-end operational network architecture that meets future warfighting requirements across all domains and all security levels. 2. Demonstrated ability to serve in senior technical/expert advisor role beyond the Navy enterprise to all levels of DoD. 3. Ability to secure and manage resources from Navy acquisition and Fleet resource sponsors. 4. Extensive experience with regulations and acquisition processes governing programs ranging from non-acquisition efforts through DoD major defense acquisition programs (ACAT 1).
