This position is located with Bonneville Power Administration, in the Customer Billing (MSB) organization of Customer Support Services (MS), Business Management & Development (M), Chief Operating Officer (K).
A successful candidate in the Public Utilities Specialist (Revenue) position will serve as a senior revenue analyst expert in the development, implementation, review and revision of customer billing systems, policies, procedures, standards, and internal controls
Duties
As a Public Utilities Specialist (Revenue), you will:
Serve as a Senior Revenue Analyst (SRA) and subject matter/functional expert (SME) in customer billing systems, policies, procedures, standards, and internal controls.
Coordinate and collaborate with other experts in Customer Billing, Power, Transmission, and Corporate organizational elements to assure the customer billing system responds to current and future needs of the BPA and customers.
Develop plans for the development, enhancement, maintenance, and future development of customer billing systems.
Facilitate and coordinate resolution of internal disagreements or disputes over interpretation of Customer Billing policies, procedures, and internal controls.
Develop, guide, coordinate, and lead technical initiatives related to the full range of customer billing transactions and settlements.
Lead special projects related to implementation of current or new contracts, products and services, contract interpretation, rates, and billing system issues.
Develop and provide oral presentations to internal and external audiences.
Produce a range of customer bill types and complexities, including the most complicated monthly bills, according to complex Power and Transmission rates and contracts.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized experience is defined as: Experience 1) in the customer billing operations for an electrical utility or related industry by developing, implementing, reviewing, and revising customer billing systems, policies, procedures, and internal controls and 2) producing a range of customer bill types (e.g., monthly bills) using practical billing policies and procedures.
