About the Position: This is a Talent Management Specialist position GS-301-9/11 with the U.S. Army Corps of Engineers, Northwestern Division, Omaha District, Engineering Division; responsible for leading, and coordinating, talent management placement and various activities related to employee recruitment, retention, and development of highly qualified individuals for a variety of disciplines including engineering, scientific, and administrative occupations for mission critical positions.
Duties
As a Talent Management Specialist, you will:
Analyze organizational staffing requirements to identify recruitment and retention barriers to maintain a highly skilled and adequate staffing levels in the serviced organizations.
Develop processes for talent management placements; develop, plan, and conduct interviews and survey to identify current and anticipated areas of need; and sets appropriate recruitment goals in concert with organizational staffing needs.
Identify, develop, and promote innovative Engineering Division centric recruitment, retention and associated business practices.
Recruit candidates using various outlets (e.g., social media, professional organizations, internal and external referrals, job postings for universities), to effectively target candidates with the skills to meet Engineering Division’s needs.
Implement programs related to employee recruitment, retention and development such as employee onboarding/offboarding, employee awards, student internship program, and continuing education.
Leads in the development of multi-media products and associated materials, presentations, etc. for recruitment and outreach.
Establish and maintain robust professional networks and relationships with various organizations for the common purpose of improving the recruitment and retention of highly qualified engineering, scientific, technical and administrative occupations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. For the GS-09 Grade Level:
Specialized Experience: One year of specialized experience which includes direct involvement in employee recruitment, retention, and development activities; such as, representing the organization at career fairs, developing recruitment related products, and assisting with the on-boarding/off-boarding of personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Human Resources or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
For the GS-11 Grade Level:
Specialized Experience: One year of specialized experience which includes executing recruitment initiatives aimed to improve the efficiency and productivity of organizations in line with Federal regulations and organization policy; and, troubleshooting complications concerning the efficiency and productivity of recruitment and retention practices of personnel throughout an organization incorporating current and future mission goals. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Human Resources or Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
