Duties

Provides advisory and consultative services to agency leadership, HR managers, and customers regarding the operation, maintenance and enhancement of current or proposed HR automated systems, subsystems and tools. Develops, coordinates and staffs system proposals to include specifications, functional and architectural requirements; testing, debugging and evaluating current or proposed system changes to meet the detailed requirements of customers. Leads automation projects in interpreting and translating business needs into technical requirements for systems or tools to maximize automation, efficiency and accuracy of operations. Applies expert knowledge of available data to design and analyze complex data extracts that produce reliable and valid business intelligence in support of customer mission. Represents the agency at conferences and meetings to discuss new HR regulations, procedures and system development efforts. Interfaces with DFAS headquarters and Information and Technology managers in support of HR initiatives.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as leading projects related to the development and management of systems, data stores and automation tools; working with functional experts to translate business needs into technical requirements in the development of automation tools and reporting applications. Resume must illustrate programming experience using APEX or Oracle PL/SQL to develop, test or modify systems or software. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
