Duties
Responsible for the planning, evaluation, review, and prioritization of assigned program/project(s).
Assesses and provides strategic direction for the development of policies and procedures.
Represents the financial management function in meetings, committees and government agencies in connection with major policy and procedural matters.
Establishes internal policies and standard operating procedures for a financial management program function.
Establishes continuous interactive communication and liaison with all communities generating financial management data, supporting finance and accounting operations.
Establishes and monitors internal controls systems to identify problem areas, determine actions required to improve operating program effectiveness.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Time-in-Grade Requirement: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service.
Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is described as: Providing leadership to a staff responsible for consulting with management officials or senior leaders in order to provide advice, guidance or direction in governmental policies, involving important program management, force protection and continuity planning issues; assisting staff in developing strategic recommendations for senior management in the areas of Agency-Level Programs such as force protection, business continuity planning, employee health and safety, and organizational infrastructure (facilities, mail, records management, publications, etc.).
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
