Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to provide executive support to the Commander, Vice Commander, Command Chief and Director of Staff, 24th Special Operations Wing.

Duties

Plans, organizes, directs and executes the activities of the organization to ensure compliance with the goals and objectives of the Commander. Provides analysis of various issues throughout the organization, maintains coordination, establishes and tracks suspense items, and consolidates inputs submitted from the group and squadron commanders. Performs a wide variety of administrative, analytical, and staff support. Performs day-to-day operations including: responding to requests for assistance and access; tasking action where possible, or follow up on appropriate action with organization action officers; assists with planning, directing, and organizing functions assigned to or directed by the executive leadership within the organization. Assists with human resource issues for the Commander and seventeen wing staff directorates on military and civilian personnel matters. Analyzes and evaluates proposed changes in structure, manpower, civilian pay funding and delegation of authority and provides advice on effective management of human resources. Maintains supervisor's calendar, coordinates meeting arrangements, and schedules meetings and/or conferences including those involving staff from outside the immediate office. Independently notes and follows up on commitments made at meetings and conferences by staff members. Serves as the resident subject matter expert for all mandated administrative support programs. Develops, establishes, updates, and maintains office procedures and records/files of various types to ensure effective and efficient operation of the office.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge of the duties, priorities, commitments, policies and program goals of the Commander, Vice Commander, Command Chief and the Director of Staff, sufficient to recognize which information is relevant to the problem at hand, and to perform non-routine assignments such as screening correspondence and visitors, establish conferences or arranging meetings, or providing administrative guidance to subordinate organizations. Ability to coordinate the work of the office with the work of the other offices and for recognizing the need for such coordination in various circumstances where subordinate structures are comprised of multiple levels requiring use of formal procedures and administrative controls. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of, and skill in applying, analytical and evaluative techniques concerning organization missions and staff operations management concepts, principles, methodologies, major issues, goals, objectives, and organizational structure. 2. Knowledge of management and organization principles and theories, including standardized administrative practices and procedures common to the organization or area of responsibility. 3. Knowledge of human and manpower resources to analyze and evaluate proposed changes in mission, funding, rightsizing initiatives, reorganizing, and manpower cost reduction templates, POM etc. 4. Skill in and ability to develop, prepare, coordinate, staff, and implement administrative procedures, programs, and directives; ability to gather, interpret, and analyze information to support organizational decision-making. 5. Ability to gather, assemble and analyze facts, draw conclusions, conduct analysis, devise recommended solutions and prepare paper or reports for top management to use in decision making. 6. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
