Duties

The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. The mission of the CISA's Office of Privacy, Access, Civil Liberties, and Transparency (PACT) is to help CISA achieve its homeland security and protective mission while minimizing the impact on the individual's privacy, particularly the individual's personal information. The Office represents the privacy interests of all individuals by promoting transparency, fairness, and equality and has a mission to integrate full individual privacy protections into the management of a safe, secure and resilient infrastructure. Typical work assignments include, but are not limited to: Developing, implementing, maintaining, and coordinating privacy policies, procedures and operational processes Formulating policy, advising CISA management on requirements for compliance with Federal laws governing the flow and safeguarding of information while supporting accountability and transparency. Analyzing CISA, DHS and government operations and platforms for cybersecurity, regulatory enforcement, intelligence, risk management, critical infrastructure and human resources and types of systems/platforms, providing clear and accurate documentation and metrics on the progress of PTAs, PIAs and SORNs. Serving as an authority on privacy laws, policies, safeguards, business processes, initiatives, representing OCPO/CISA on a wide variety of privacy issues. Investigating systemic privacy issues and determines necessary corrective actions. Analyzing, developing, and reviewing a variety of technical reports which involve significant policy issues which may involve substantial changes, conflicts, and projected impact upon CISA's ability to manage all privacy concerns. Conducting performance counseling and provides advice and instruction to employees regarding work and administrative matters. Hearing and resolving minor complaints from subordinates and effects minor disciplinary measures,

Qualifications

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Utilizing knowledge of federal security and privacy laws and regulations (e.g. Privacy Act, E-Government Act, Homeland Security Act, Federal Information Security Modernization Act, privacy provisions of the Cybersecurity Act of 2015, etc.). Directing and supporting agency operations including the completion of Privacy Threshold Analyses (PTA), Privacy Impact Assessments (PIA), and System of Records (SORN) Notices. Developing and implementing privacy initiatives including collection, use, and dissemination of PII. AND Planning and assigning work to subordinates based on priorities, difficulty and requirements of assignments, and capabilities of employees. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
