This position is located in the Freedom of Information (FOIA) and Privacy Act (PA) Division, Office of Management Services, Executive Directorate, Bureau of Diplomatic Security. You will serve as the Lead Government Information Specialist, as an expert in providing advice and guidance to management, staff, and the public regarding disclosure of agency records under FOIA and PA and makes original release or denial determinations of sensitive Department records.
Duties
Ensures that Bureau’s strategic plan, mission and values are communicated to the assigned team. Articulates and communicates the assignments, projects, actionable events, milestones, and/or program issues under review, and time frames for completion.
Conducts legal research on issues involving FOIA/PA policy, regulations, procedures, and precedent court decisions. Summarizes, and compiles information of specific legal issues invoking releases and denial decisions.
Makes original release and denial determination on security information referred by others. Advises attorneys on dissemination of security litigation or discovery motions. Reviews Departmental records requested through administrative access programs.
Processes complex discovery motions for the production of relevant Departmental security records and reviews any information located. Reads discovery motion and subpoena to determine scope of request and establish guidelines.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
- Obtain/maintain eligibility to access Sensitive Compartmented Information
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service that provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience providing authoritative guidance and advice in the application of the Freedom of Information Act (FOIA), Privacy Act (PA), and Records Management (RM). Experience formulating, developing, and implementing plans and strategies for the bureau or agency FOIA, PA, and RM. Experience communicating orally to advise, guide, and lead staff and to brief/present pertaining FOIA and PA to senior management.
There is no substitute of education for specialized experience for the GS-14 position.
