Duties

The Cybersecurity and Infrastructure Security Agency (CISA) is the Nation's risk advisor, working with partners to defend against today's threats and collaborating with industry to build a more secure and resilient infrastructure for the future. The mission of the CISA's Office of Privacy, Access, Civil Liberties, and Transparency (PACT) is to help CISA achieve its homeland security and protective mission while minimizing the impact on the individual's privacy, particularly the individual's personal information. The Office represents the privacy interests of all individuals by promoting transparency, fairness, and equality and has a mission to integrate full individual privacy protections into the management of a safe, secure and resilient infrastructure. Typical work assignments include, but are not limited to: Directs and manages of all phases of CISA's privacy program and serves as a technical authority on a variety of privacy issues. Senior advisor to CISA Chief Privacy Officer and CISA leadership. Serves as a technical authority on privacy laws, policies, safeguards, business processes, and initiatives, and represents CISA both internally and externally on a wide variety of privacy issues. Develops and oversees privacy compliance program and privacy program staff. Prepares and briefs position papers and legislative proposals and other activities which support the development of high-level goals and objectives. Assures implementation by lower organizational units and others of the goals and objectives for the Office privacy programs or functions they perform or oversee. Conducts performance counseling and provides advice and instruction to employees regarding work and administrative matters.

To be considered minimally qualified for this position, you must demonstrate that you have the required experience for the respective grade level in which you are applying. You qualify for the GS-15 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-14 grade level (or equivalent) performing the following duties: Developing and implementing policy and/or guidance of multiple US government privacy laws, such as the Privacy Act of 1974, E-Government Act, Federal Information Security Modernization Act, and Intelligence Reform and Terrorism Prevention Act. Developing and implementing policy and/or guidance of multiple US/international private sector privacy laws or data protection regulations. Providing and disseminating guidance and advice agency-wide. AND Performing human capital management duties such as providing guidance and counseling to employees and managing workloads. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
