This position is a Program Support Specialist, GS- 0301-7/9 working in Boise, ID or Chubbuck, ID or Coeur d'Alene, ID for the R1-Idaho Fish and Wildlife Office.
Duties
As a Program Support Specialist your duties will include but are not limited to the following:
Provides HR policy guidance to management and staff which encompasses, hiring process, organizational charts process, time and attendance polices.
Utilizes qualitative and quantitative analytical techniques to conduct reviews of current administrative operations, analyze workload, workflow, manpower distribution, and productivity data for presentation as well as identifying issues in these areas.
Frequently utilizes a variety of databases to analyze data, edit, create, and update HR information.
Works closely with the Budget department and/or Management to determine the fiscal implications of upcoming or pending personnel actions.
Assists with the process of implementation of records management, policies and procedures for the Field Office and its four field offices to promote and ensure the life cycle of records creation, maintenance, security, retrieval, approval, or disposal.

In order to qualify for this position you must possess the Minimum Qualifications.
Minimum Qualification [GS-07]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 in the Federal service. Experience may include receiving visitors, incoming calls, hard copy mail, and emails and referring those contacts and communications to the appropriate staff member, Preparing presentations; Researching and providing administrative support, managing calendar for senior manager, ensuring senior manager has all necessary meeting materials ahead of calendar appointments; and preparing and issuing agendas for meetings. OR
Successfully completed one full year of graduate education in an accredited college or university in a field that is directly related. (A copy of your transcripts MUST be submitted to document educational accomplishments to receive consideration for this position.). OR
You meet one of the requirements for Superior Academic Achievement (To meet the requirements for the Superior Academic Achievement provision, you must have: graduated with an overall GPA of at least 3.0; OR, graduated with at least a 3.5 GPA in your major or during the last two years of college; OR, graduated in the top third of your class; OR, was a member of a national scholastic honor society recognized by the Association of College Honor Societies.) A copy of your transcripts MUST be submitted to document educational accomplishments to receive consideration for this position. OR
A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement
Minimum Qualification [GS-09]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-07 in the Federal service. Experience may include knowledge, skills, and abilities to successfully perform the duties of the position and is in or related to the work of the position to be filled. Examples of Specialized Experience includes: providing administrative guidance and completing assignments in procurement, property management, policy adherence, travel, training, time and attendance, fleet, and records management; manages space assignments and equipment for the check-in and exit clearance process for assigned employees; provides information to accurately execute the budget and assist with tracking for presentation and providing other financial reports; and utilizes analytical techniques to conduct review of current administrative operations, analyze workload, workflow, and productivity data. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. OR
have a master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate
education leading to such a degree. NOTE: Transcripts required.

You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.
iv. Qualification requirements outlined in OPM's Qualifications Standards for General Schedule Positions or for Federal Wage System (FWS), wage grade positions, applicants are evaluated using the OPM Job Qualification System for Trades and Labor Occupations and the job element examining method.

Record of Rating:
All applicants must be performing at a fully successful level or higher in order to be considered for this position. Applicants must provide a current rating of record dated within the past 18 months at the fully successful or higher level. Applicants who do not have a current rating of record available must provide a reason and certify that their performance is acceptable, and they have not been advised that their performance is currently at an unacceptable level.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
