Duties
Provide leadership, technical advice, and assistance to Field Office supervisors and resources staff. Directs field office resource management activities so they remain consistent with BLM goals, objectives, and policies.
Responsible for planning, organizing, implementing and evaluating a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources.
Maintains a positive program of public information and education. Keeps abreast of changing social, cultural, and economic conditions and demands for use of public lands and resources.
Makes decisions and resolving complex and sometimes controversial natural resource issues that recognizes competing uses of BLM administered lands and resources within the interests of various diverse entities.
Uses consensus building and group facilitation to work effectively with external groups whose policies and procedures often do not reflect understanding or acceptance of BLM policies.
Maintains a sound organization that effectively and efficiently uses personnel, equipment, materials and financial records.
Requirements

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
- This position requires procurement duties. If selected for this position, you will be required to complete a Procurement Integrity Certification, OF-333 prior to appointment.
- If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
- May require a one year probationary period.
Qualifications

For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Planning, organizing, implementing, and evaluating an array of complex resource programs with a focus on recreation, lands and realty, range, tribal relationships, and mineral resources; determining work priorities and directing accomplishment of an approved Annual Work Plan and submitting preliminary budget estimates. Coordinating land and resource planning and management with stakeholders from the public and private sector; conducting public relations and awareness activities that emphasize Bureau and cooperative programs and accomplishments. Managing personnel in accordance with merit principles and EEO guidelines; establishing policies and goals for employees to accomplish organizational and professional objectives; selecting, training, evaluating, and mentoring employees, including initiating disciplinary action when necessary.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four wheel drive vehicles, fixed wing aircraft, helicopter, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending and climbing on steep and rough terrain.
Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
