Duties
Serves as personal assistant, confidential advisor, and staff analyst for the Director and Deputy Directors of the BLM.
Creates and implements procedures that promote the efficient and effective functioning of the office.
Serves as a personal and direct representative of the Director/Deputy Director in contact and at meetings with Executive Leadership Team members on matters related to climate change, equity and environmental justice.
Provides leadership for key matters related to integrating climate change, equity and environmental justice, policy, and strategic planning across program lines and provides advice and support on achieving improved efficiency.
Represents the Director/Deputy Director in negotiations with Bureau managers and executives, departmental offices, and other stakeholders on complex policy and program issues.
Directs or personally conducts special projects and/or confidential studies for the Director/Deputy Directors that are highly sensitive or cross organizational or programmatic lines.
Ensures that documents and correspondence needing Director-level review or approval; agency regulations, congressional testimony, responses to audits, reports, directives, and Instructional Memoranda, are completed in a timely, high-quality manner.
Responsible for making sure that Instructional Bulletins, correspondence, land use plans, environmental reviews and Federal Register notices contain sufficient decision-making information, are technically reviewed, and have appropriated surnames.
Works to ensure that policy matters are well articulated and consistent with current BLM policies and regulations or clearly discuss new policy directions represented in internal and external deliberations of such issues.

For GS-15: You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity. Specialized experience is defined as:
Experience implementing changes to improve program performance for consistency with policies, compliance with procedures and regulations;
Conducting assessments of complex program operations, identifying problems and inefficiencies, recommending and developing new methods,
Work processes, and operational practices;
Providing advice or guidance to the Executive Leadership Team.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
