You will serve as a PROGRAM MANAGER in the SYSCOM SECURITY COOPERATION DEPT of NAVAL AIR SYSTEM COMMAND HQ-OSF.

Duties

You will Identif and defend resource requirements (funding, manpower, facilities, etc.) for life-cycle management of the assigned program. You will Integrate resource requirements with multi-year acquisition and support plans to develop POM and budget inputs. You will provide management direction to all IPT members and to other personnel directly assigned or detailed to support the assigned program. You will have knowledge of the wide range of technical and business systems, process and practices used to manage weapon systems acquisition. You will analyze needs and synthesizes requirements information to develop requirements for program initiatives and planning.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require you to report in person for an established amount of days per pay period.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Ability to clearly communicate with International partners via written and oral communications for the purpose of establishing requirements and executing programs. 2) Demonstrated understanding of Foreign Military Sales programs to include disclosure, case development and case execution. 3) Familiarity with the defense acquisition and program execution to include development of Statements of Work and the contractual procurement process.
