You will serve as a Scientist in the Department Business Office; Integrated Combat Systems Department of NAVSURFWARCENDLD. You will serve as Information Systems Security Officer (ISSO).
This position is part of the Warfare Centers Personnel Demonstration Project. ND-04 is equivalent to GS-12/13.
Duties
You will oversee IT/IA Technical requirements for the NMCI and Research, Development, Test and Evaluation Networks, ensuring that cybersecurity inspections, tests, and reviews are coordinated for the network environment.
You will work with the NSWCDD CIO and Information Management Division (IMO) to ensure technical requirements are addressed and integrated into the continuity planning for that system and/or organization(s).
You will develop and implement policy, guidance, and strategic planning to ensure the long-term viability of department IT/IA assets including land-based test sites and tactical labs.
You will execute information security risk assessment during the Security Assessment and Authorization process and Identify security requirements specific to an information technology (IT) system in all phases of the System Life Cycle.
You will ensure plans of actions and milestones or remediation plans are in place for vulnerabilities identified during risk assessments, audits, inspections, etc.
You will provide technical documents, incident reports, findings from computer examinations, summaries, and other situational awareness information to higher headquarters.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for framework role 722, level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional scientist ensuring that Cybersecurity or Information Assurance (IA) policies, procedures, or requirements are applied to combat systems or networked information technology (IT) systems.

Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
