THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for an IT Specialist (Systems Analysis), Position Description Number T5522000 in the 202 EIS located at Robins Air Force Base (Warner Robins), Georgia. This is a full-time, Excepted Permanent position that DOES NOT require Georgia Air National Guard membership. Area of Consideration: Open to all United States Citizens.

Duties

As an IT Specialist (Systems Analysis), GS-2210-11, you will: Plan work to be accomplished, set and adjust short-term priorities, and prepare schedules for completion of work of the full range of cyberspace systems. Provide highly complex technical solutions to support unique systems requirements for specialized cyberspace systems. Monitor quality control practices and identify ways to improve production, timeliness, efficiency or quality of work. Monitor reports on system and equipment status, repair actions, modifications, and related matters. Analyze multiple ANG Wings in multiple States and/or Territories to establish criteria for mission support capabilities, evaluates mission effectiveness, and report the Wings mission capability. Initiate action required to maintain maximum degrees of efficiency and reliability. Develop new procedures and initiate projects when needed to solve unprecedented technical problems. Take, direct, or recommend remedial actions to correct problems or deficiencies and to preclude recurrence. Advise the Commander or Information Technology Manager of significant issues and matters concerning the Wings mission readiness capabilities. Analyze complex processes and/or a variety of unusual problems, questions or conditions relative to the design and/or selection of management information systems and applications software technology. When warranted, associated information system design or selection may be applied to numerous ANG Wings with like configurations or associated missions. Incumbent is assigned specific responsibility as the subject matter expert for cyberspace systems infrastructure and services and will obtain/maintain IAM Level I certification lAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of all information technology services. Ensure current and proposed systems and infrastructures meet all relevant cyberspace systems architectures, Major Command (MAJCOM) communications standards, DoD directives and policies. Provide detailed interaction with Air Force and DoD PMO system designers to address problems encountered with site integration actions supporting rapidly expanding and evolving Cyber-centric systems. When specific guidance is lacking or requires interpretation, incumbent is required to use judgement and resourcefulness to resolve issues and develop new methods when required to resolve complex problems. Incumbent evaluates current and emerging industry technologies to determine the impact and interactions with existing communications and information systems and adapt new technologies to ensure compatibility. Use the AF Cyberspace Infrastructure Planning System (CIPS) tool and industry standard tools enabling project management oversight, AF/DoD IT Infrastructure Library (ITIL) procedures, and industry project management best practices. Refine cyberspace systems requirements with threshold and objective specifications to establish necessary clarity of project scope and risk management. Prepare documentation and brief management on specific hardware and software needs, summaries of architectural goal alignment, master plan of events and timelines. Establish methods necessary to integrate new technology into existing architecture using required change management procedures. Identify and interpret applicable infrastructure standards and codes to identify conflicting system interfaces, to identify equipment configurations and to develop solutions. Represent the organization at meetings and conferences, present briefings and establish/maintain effective work relationships at various command levels. Lead and/or participate in discussions, meetings, conferences, committees with DoD, AF, NGB and/or unit-level representatives related to current and projected IT projects which may require influencing or persuading other officials to accept and implement recommendations to use particular methods processes or procedures. Analyze areas of concern, identify errors in planning assumptions, identify system interoperability disconnects and resolve conflicts through persuasive discussions with management and user representatives. Consult with installation officials, working groups, customers and other organizational personnel on IT project deployment concerns. Participate in special projects and initiatives and perform special assignments. Identify the need for special projects and initiate milestones and goals for those projects. Maintain liaison with technical and professional organizations and industry to keep current on trends in technology. Prepare and present briefings which outline problems and solutions and keep management aware of their role in adopting changing technology. Perform other duties as assigned.

  • This position requires the employee to travel away from the normal duty station frequently on military and commercial aircraft.

  • The employee may be recalled to duty.
  • This position may require employee to occasionally work under adverse environmental conditions.
  • This position conducts information assurance functions.
  • The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DOD Instruction 8570.01-M
  • The employee is required to obtain and maintain appropriate acquisition credentials, e.g., the Defense Acquisition Workforce Improvement Act (DAWIA) Level 1 Certification.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.Specialized experience is defined as: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes defining requirements, analyzing state-of-the-art information technology systems and developing budget strategy to ensure seamless horizontal and vertical integration of cyber systems supporting existing and emerging expeditionary combat, homeland defense and homeland security missions; including development of short and long-term planning, programming and funding strategies, providing guidance and assistance concerning engineering, development, deployment, and validation of command, control, communications, computers, and intelligence (C4I) systems, and ensuring these systems are integrated and implemented through cost-effective solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.) Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated.
