The purpose of this position is to lead a team of non-supervisory information technology employees in accomplishing two grade interval work and to perform work that is of the same kind and level as the highest level of work accomplished by the team lead.
Duties
Performs a variety of leadership functions to assure the work of the organization is carried out.
Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Performs limited administrative personnel management functions. Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinate the preparation, presentation, and communication of work- related information to the supervisor.
The team leader participates in the work of the team by performing non-supervisory work that is of the same kind and level as the highest level of work accomplished by the team led.

INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Individuals must have IT-related experience demonstrating each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of information technology system interoperability. Mastery of advanced management and organizational principles and practices to plan, organize, direct and lead team work to implement management goals.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Knowledge of operational activities (such as special operations, personnel recovery, airlift, etc...), weapon systems, and command, control, and mission process, systems, and applications.
Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Ability to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
