The primary purpose of this position is The Chief Information Technology Officer serves as the senior technical advisor to the Directorate of Cyberspace and Technology within the Air Force Reserve Command.

Duties

Represents Air Force Reserve Command's (AFRC) as the paramount technical authority and the principal advisor to the A6 Director on all matters related to communications and information technology (IT). Serves as the foremost technical expert and advisor on highly complex programs with significant national or international implications, highlighting the strategic and operational depth of the role. Establishes, develops, and maintains effective working relationships; the Chief Information Technology Officer (CITO), is instrumental in establishing and maintaining pivotal professional relationships, representing the Director across various high-level meetings, conferences, and forums as a distinguished expert and advisor on communications processes, technology, and data. Integrates and implements next generation IT support, delivers AFRC basing and general purpose information technology (IT) and services, and directs the development of mission fit-for-purpose IT integration plans.

  • A bachelor’s degree or higher in engineering, computer science, data analytics, information management, or information technology management is highly desired
  • Advanced degree, M.S. or Ph.D. in science, engineering, or Business Management, highly desired
  • Experience with data and architecture design, development and build is highly desired
  • Completion of grade-appropriate Professional Military Education is highly desired

Qualifications

In order to qualify, you must meet the general and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Attention to Detail, Customer Service, Oral Communication, and Problem Solving which includes mastery of and demonstrated skill in applying IT principles and concepts, including knowledge of emerging IA and cyberspace concepts, practices and tools, necessary to establish national-level policy and guidance applicable to the greater cyberspace community. This technical expertise is essential to enable the incumbent to conduct in-depth and complex analyses of emerging cyberspace concepts and facilitating technologies, and to assess possible effects on the establishment and exploitation of cyberspace capabilities throughout the Department of Defense (DoD); policy planning concepts sufficient to develop guidance and direction for the broader cyberspace community throughout the DoD on emerging concepts and technologies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of Communications-Computer and IT Concepts: Demonstrates comprehensive expertise in communications computer and information technology concepts, principles, and techniques essential for formulating strategic policies, plans, requirements, and procedures that drive the organization's IT and cybersecurity initiatives forward. 2. Understanding of DoD and Air Force Structures: Possesses an in-depth understanding of the mission, roles, functions, organizational structures, and operations within the Department of Defense and Air Force, crucial for navigating and influencing the systems requirements, acquisition, and programming processes effectively. 3. Mastery of Effective Communication with Senior Leaders: Exhibits a masterful ability to develop and maintain strategic contacts and communicate effectively with senior leaders, stakeholders across the Air Force, DoD, Federal Agencies, industry vendors, professional associations, and contractors, ensuring executive-level interactions are productive and aligned with organizational goals. 4. Mastery Knowledge of Technical Architecture and IT Integration: Has a solid knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies related to technical architecture, IT integration, data integration, and data warehousing, facilitating the seamless interoperability and efficiency of IT systems across the organization. 5. Life Cycle and Emerging Technology Trends Knowledge: Understands the life cycle process for systems and maintains up-to-date knowledge of current and emerging communications-computer systems and information technology trends, ensuring the organization's IT infrastructure is robust, secure, and forward-looking. 6. Financial Planning and POM Process Knowledge: Well-versed in the Financial Plan and Program Objective Memorandum (POM) processes, enabling effective management and advocacy for IT budget and resources, critical for the strategic planning and execution of the organization's IT and cybersecurity initiatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
