The primary purpose of this position is to serve as Chief, Cyber Surety and Combat Systems Branch. Responsibilities include management oversight of all activities associated with the command-level security certification and accreditation program, and policy, guidance and direction of radio frequency spectrum management.

Duties

Plans, organizes, and directs the activities of the Cyber Surety and Combat Systems Branch, ensuring compliance with legal and regulatory requirements and meeting customer needs. Exercises supervisory personnel management responsibilities. Represents AFRC/A6O at a variety of installation and functional area organizations. Serves as a senior IT management expert and consultant to the CIO and other top command management officials.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) (opm.gov). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-12 grade level which includes knowledge of internal information systems, computer hardware/commercial off-the-shelf software support, agency communications-computer systems infrastructure, computer and network operations and maintenance, computer security, hardware configuration management, operation and maintenance of worldwide web/electronic bulletin board, and agency Audio/Video and telephone requirements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations and laws concerning cyber surety and combat systems. Comprehensive knowledge of program and project management theory and practice. Knowledge of a wide range of analytical techniques and qualitative/quantitative methods to conduct comprehensive studies and make recommendations on substantive operating programs and polices. Ability to plan, organize and direct the functions and staff of a small to medium sized organization. Ability to manage IT resources. Ability to communicate effectively, both orally and in writing, negotiate complex issues and maintain good working relationships. Knowledge of safety and security regulations, practices and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
