THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Supervisory Supply Management Officer, Position Description Number D2651000 located at the Georgia Garrison Training Center (GGTC) in Fort Stewart, Georgia. This is a full-time, Excepted Permanent dual status position which requires Georgia Army National Guard Membership. Area of Consideration: Current on-board members of the Georgia Army National Guard.

Duties

As a Supervisory Supply Management Officer, GS-2003-11, you will: Plan, direct and organize the housing assignment, billeting, and logistical operations of a GTC to include such functions as inventory and storage management, quality assurance, maintenance, procurement and property utilization and disposal. Items managed fall into such categories as subsistence, medical supplies, petroleum, and common use supplies. Assemble and review budget estimates for the DOL. Determine funding requirements and direct the preparation of budget justifications. Allocate resources at his/her disposal. Review, analyze and interpret supply directives and procedural instructions and plan operating procedures to render the best possible support to the training centers and supported elements. Direct activities concerned with salvage and protection of supply items. Exercise direct supervisory and personnel management responsibilities. Provide supervisory responsibility for subordinate acquisition workforce personnel. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select, as assigned, or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provide regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Recommend awards when appropriate, review within-grade increases when eligible and follow up on the status when required. Listen to and resolve employee complaints at the lowest level and refer unresolved complaints to higher-level management. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious disciplinary matters. Prepare documentation to support actions taken. Identify employee developmental needs and provide or arranges for training (formal and on-the-job) to maintain and improve job performance. Render technical assistance and guidance to the Base Operations Manager, and higher levels of command for logistical services, and assist all other directorates with requisitioning supplies and equipment. May serve as the approving official for all GTC Government Purchase Card (GPC) Holders and provide management and assistance related to the GPC program. Meet with National Guard Bureau personnel, other governmental agencies, state National Guard Commands and activities on logistical matters, plans, policies and directives. Collaborate with heads of other units to coordinate work-related changes affecting other units as well as plan for training exercises. Develop plans to support continuous training center operations. Coordinate with Army Subsistence Command and other agencies to ensure the Logistics Civil Augmentation Program (LOGCAP) and other logistical contracts are prepared in accordance with regulatory guidance. Develop plans to logistically support emergency operations in the event of severe weather events and natural disasters. Perform other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications

Military Grades: O3-O4 General Experience: Experience, education or training which has provided you with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems. Specialized Experience: Must have at least 36 months experience, education, or training supervising and/or managing supply personnel and a variety of supply functions; knowledge on the entire inventory management supply system; experience coordinating with other organizations on complex and controversial supply issues; experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions

Education

High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience.

School above high schools level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study which was not primarily limited to courses in word processing and keyboarding or both. Substantially full-time study in the case of business and commercial schools is the equivalent of at least 20 classroom hours of instruction per week. One academic year consists of approximately 36 weeks of substantially full-time study or 30 semester hours or 45 quarter hours.
