About the Position: Serves as Supervisor, Purchasing Section Supply Chain Management Branch (SCMB) of the Logistics Division, Winn Army Community Hospital (Winn), Fort Stewart, GA.

Duties

Utilizes trends in supply activity, sources of supply, and other management tools to determine supply levels and manage transactions initiated by subordinate personnel. Establishes and implements standard operating procedures (SOPs) for materiel and inventory management functions throughout the section. Responsible for ensuring that subordinate employees initiate new supply requests using the previous stated source before using the GPC. Ensures items approved for standardization are coordinated with the Prime Vendor to bring into usein the facility.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634,Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report up on entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
  • TDY 5% required.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position may require the incumbent to complete a one year supervisory probationary period.
  • Must be able to pass local and federal background check.
  • This position requires the incumbent to have tuberculosis testing.
  • This position has been designated Weather Essential. In the event of inclement weather conditions the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

Specialized Experience: One year of specialized experience which includes experience with medical/non-medical logistics regulations, policies, and/or procedures; experience administering and authorizing Government Purchase Card (GPC) activity for multiple cardholders; utilizes supply automation systems such as Defense Medical Logistics Supply System (DMLSS) and General Fund Enterprise Business System (GFEBS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Logistics, Inventory Management, Supply Chain Management and/or Purchasing Manager. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Financial ManagementInventory ManagementSupply PlanningTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
