This position is part of the Office of the Chief Information Officer (OCIO), Cybersecurity Division (CSD), Privacy Branch, Privacy Compliance and Reporting Section.

Duties

Supports the Senior Agency Official for Privacy and Departmental Privacy Officer in the areas of Privacy Program oversight, compliance, policy, training, reporting, and breach response. Ensures agency Privacy Program activities adhere to Federal law, policy, regulations, and standards and responsible for overseeing privacy procedures, analyzing information systems, projects, and information collections, and privacy compliance documentation. Develops privacy policy and procedures for the collection, handling, processing, sharing, and disclosure of personally identifiable information, and develops privacy artifacts including System of Records Notices, Privacy Impact Assessments, Privacy Threshold Analyses, System Privacy Plans, Plans of Action and Milestones, and privacy control assessments. Serves as a Subject Matter Expert for Privacy Act issues, and provides guidance, technical assistance, and recommendations to DOI officials on the implementation of DOI's privacy priorities, plans, and risk mitigation strategies. Develops privacy training and awareness materials and provides privacy awareness and role-based training to individuals and groups.

Specialized Experience for the GS-13 grade level: Applicants for the GS-12 grade level must possess one year of specialized experience equivalent to at least the GS-13 grade level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically, this includes but is not limited to: experience developing policies and procedures to support privacy programs; expertise and practical application in privacy laws, regulations, and legal precedents; ensuring departmental compliance with and protection of individual privacy as mandated by the Privacy Act and other Federal legislation, regulations, and policy; applying a wide range of qualitative and quantitative methods for the assessment of a variety of privacy-related activities and presenting well-considered and sound findings; providing privacy guidance to agency program and project managers; developing training, internal documentation, advisories, and technical documents to support reporting and evaluations of technology, programs, systems and processes; and developing and providing briefings and training in privacy program-related functions. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. More specifically, this includes but is not limited to: experience in managing or independently conducting privacy risk assessments of complex information systems, programs, and operations that require analysis of interrelated issues such as technology, law, policy, and regulatory compliance; developing policies and procedures to support privacy programs; ensuring departmental compliance with and protection of individual privacy as mandated by the Privacy Act and other Federal legislation, regulations, and policy; applying a wide range of qualitative and quantitative methods for the assessment of a variety of privacy-related activities and presenting well-considered and sound findings; providing privacy guidance to agency program and project managers; developing training, briefings, internal documentation, advisories, and technical documents to support reporting and evaluations of technology, programs, systems and processes; and and developing written materials to ensure quality and suitability for Executive leaders, internal audiences, and public viewing. Only experience obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
