Duties

The primary purpose of this position is to serve as Special Assistant to the Policy and Programs Division Chief. Major Duties Include: Performs work on a variety of personnel projects, either on a start-to-finish basis or on projects already underway. Provides direct advice and guidance on all aspects of assigned program/project areas, including senior executive performance management planning and execution; pay and compensation; employee relations and conduct issues; policy development; benefits and entitlement programs; employee awards and special recognition programs; data applications; and succession planning. Provides high level of customer service to support CSEMO strategic goals and objectives. Interpreting and applying laws, regulations, policies, and practices to provide advice and guidance to officials, supervisors, and employees. Serve as a primary Freedom of Information Act (FOIA) Officer. Independently reviews and analyzes Freedom of Information Act/Privacy Act requests and the records responsive to such requests and consults with program officials about concerns they may have about release of those records. Resolves technical questions relating to FOIA requests and evaluates requests in terms of relevant legislation and content to determine legislative applicability. Provide personal assistance services as the primary or alternate Reasonable Accommodation (RA) Coordinator. Assists applicant or employee with RA related questions or requests following existing policies and procedures. Assists management officials at all levels within the VA with: processing requests for RA; interpreting regulations and statutes; reviewing existing policies and procedures; and recommending appropriate changes in policy and procedures when necessary to be consistent with this guidance. Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m. Position Description Title/PD#: Human Resources Specialist - Performance Management/PD41042-0 and PD41089-0 Telework: Approved for three days or more a Pay Period with Supervisor Oversight and Determination. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Selected candidate must secure office space at a VA/Federal facility prior to receiving an official offer. Remote: This is not a remote position. Virtual: This is not a virtual position. Qualifications

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-9 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience utilizing an automated recruitment system to post position vacancies; providing consultative advice and guidance on issues related to recruitment and placement; performing the full range of recruitment and placement functions, including processing personnel actions. ~OR~ Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. ~OR~ Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-12 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: experience utilizing an automated recruitment system to post position vacancies; providing consultative advice and guidance on issues related to recruitment and placement; performing the full range of recruitment and placement functions, including processing personnel actions. ~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: preparing vacancy announcements in an automated recruitment system; providing custom recruitment strategies and consultative services; conducting job analyses; researching laws, regulations, and policies to analyze, evaluate, and recommending appropriate resolutions to recruitment and placement issues.

Education

Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.
