This position is located in the Office of the Department of Defense (DoD) Office of Inspector General (OIG), Deputy Inspector General (DIG) for Overseas Contingency Operations (OCO). The Office of DIG-OCO supports the oversight mission of OIG for designated OCOs. The incumbent serves as a Program Analyst within the Strategic Communications and Outreach directorate and is responsible for matters of interest to members of Congress, the Secretary of Defense, the IG, and interagency leaders.
Duties
Leads the development and production of reports for designated OCOs and conducts research and analysis of critical, high-level issues and topics.
Develops recommendations based on analyses of complex OCO related issues and authors and coordinates reports and support with client activity.
Serves as a subject matter authority with the expertise to formulate, draft, merge ideas, concepts, and materials to write/edit reports.
Collaborates with cross-functional teams for project planning and scheduling in support of the report production cycle.
Chairs internal meetings and participates in external working groups and integrated program teams and conducts expert level research, analysis, counsel, guidance and provides recommendations.
Recommend corrective action following assessment and develop plans for monitoring action implementation.
Requirements
- Must be a U.S. Citizen.
- Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
- Based on assignment and mission factors, this position may be designated up to critical sensitive, and as such, the incumbent may be required to hold or be eligible to obtain a top-secret security clearance.
- Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
- You may be required to complete a financial disclosure (OGE-450).
- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
- Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
- The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade in the Federal Service.
Specialized Experience: For entry at the GS-14 level you must have 52 weeks of specialized experience at the next lower grade level of GS-13 or at an equivalent level. Specialized experience is defined as the ability to: Lead teams performing research, analysis, and management of DoD programs, functions, and operations. Develop and execute project plans. Gather and analyze data to support planning group activities. Develop recommendations and corrective actions. Work with clients, project stakeholders, and participants to improve process efficiencies and effectiveness as it relates the mission.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
Education
Education cannot be substituted for experience at this grade level.
