This position is located in the Orlando VA Medical Center, and performs duties directly contributing to the administrative and data management of ACOS Ambulatory Care Service, and functions under the Administrative Office, it provides mission critical analysis and data to support the development of a more comprehensive, coordinated and patient driven system of ambulatory and community health care.
Duties
Program Analyst will provide both administrative and programmatic systematic support, advising on standardization of processes; and will require access to multiple data systems (such as VISTA, CPRS, SharePoint, VSSC, SQL, Automated Data Processing Application, TMS, etc.) to exercise evaluation and analysis of specific the Service operations. Other duties and responsibilities include, but are not limited to:
Responsibility for the validation of a variety of databases relative to the Service providers and services.
Interprets and apply VA/VISN policies, management principles to programs in the administrative and clinical areas.
Perform functions associated with accurate data processing and system maintenance, developing recommendations for improvement in program operations to promote efficiency and cost savings.
Investigate facts, present recommendations or alternatives and develop alternate courses of action.
Communicate findings in user friendly way, for all staff under the ACOS Ambulatory Care.
Works well under pressure and deals effectively with problem issues, priorities and deadlines.
Determines VISTA & CPRS user level access to new team members, and assigns appropriate menu keys.
Resolve conflicts with tact and finesse, when encountering resistance due to organizational conflict, competing objectives, or resource restraints.
Performs other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday-8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-09: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting administrative policies, developing recommendations, defining administrative requirements, and/or providing advice to management on related issues, develop alternate courses of actions and advise management on options available to resolve problems, analyze internal review systems to assure financial and organizational data is accurate, and analyze and prepare program status reports for review at all levels. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: A transcript must be submitted if you are basing all or part of your qualifications on education. Applications submitted without this information may not be considered. . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience (Transcript required).
GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Full responsibility for the validation of a variety of databases relative to the service providers and service. Provides mission critical analysis and data to support the development of a more comprehensive, coordinated, and patient driven system, and functions under ACOS of Ambulatory Care; analyze internal review systems to assure financial and organizational data is accurate and prepare program status reports for review at all levels. Advise management of unique conditions and issues which affect program activities and provides advice on interpretation and implementation of new and revised policies, regulations and procedures, provides analysis and recommendations on incorporating data-related activities into operations, utilizing agency programs and activities, develop recommendations for improvement in program operations to promote efficiency and cost savings, and develops procedures for training and trains personnel in applicable computer applications. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must you must have a Ph.D. or equivalent doctoral degree or 3 years full years of progressively higher-level graduate education leading to such degree or LL.M., if related. Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or files. The work does not require special physical demands.
