Duties

PRIMARY PURPOSE: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the 505th Command and Control Wing Advanced Programs Operations Team. Also serves as Chief of the 505CCW's Integrated Joint Special Technical Operations (IJSTO) program by providing subject matter expertise, analysis, and integration of all Air Component disciplines into the Joint Planning Process and contingency execution; and to advise Component Numbered Air Force (C-NAF) and Component MAJCOMS (C-MAJCOM) Air Operations Center (AOC) staffs on how best to integrate and command and control advanced programs and capabilities into operations and contingency planning. Serves as 505 CCW Advanced Programs Operations Team Chief, supervising a team of ops analysts, intelligence professionals, planners, and instructors responsible for supporting and integrating wing planning, development, education, and experimentation efforts. Duties: Plans, organizes, and directs the activities of the 505 CCW Advanced Programs Office Operations Team, ensuring that Intelligence Support Activities, Program Analysis, Operations Integration, and Formal Course Instruction complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents 505 CCW Advanced Programs with a variety of installation and functional area organizations. Leads Advanced Programs Operations Team members in the conduct of their assigned duties in support of 505 CCW objectives and ensuring synchronization and integration of Air Component SAP/IJSTO capabilities across the wing. Plans, organizes, coordinates, directs, and implements course development and delivers instruction to include the development and support of training exercises and advanced academic courses at the C-NAF/component-level.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Integrated Joint Special Technical Operations (IJSTO), Special Access Programs (SAP), operational Command and Control (C2), space, and cyberspace operations and planning experience is highly desired.
  • Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).
  • Incumbent must have extensive Air Operations Center (AOC) experience in the AF C2 and IJSTO processes.
  • Position includes additional program security requirements in order to fully perform the duties and responsibilities of the position, to include Counterintelligence; a Polygraph may be required.
  • May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Overtime may be required as workload demands and in some cases with no-notice due to urgency of time sensitive matters. Periodic shift work may be required.
  • Operational experience in an Air Operations Center environment is highly desired.
  • Previous SAP and IJSTO experience is highly desired.

Qualifications

Conditions of Employment (cont.): This is a Centrally Managed Position in the Operations Career Field. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial pre-employment drug testing and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Skill in managing wing IJSTO billets, protecting and safeguarding sensitive information, and indoctrinating and debriefing personnel is highly desired. This includes the ability to support all 505 CCW IJSTO-briefed personnel, thru the submission of Permanent Access Requests (PAR) and Billet Access Requests (BAR) in direct support of 505 CCW, HQ USAFWC, HQ ACC/A3I and AZX, and HQ USAF/A3O-OZ. Knowledge of long-range doctrine, advanced management and organizational theories, concepts, principles and practices sufficient to integrate a variety of Air Component multi-domain operational programs is , such as joint all domain Air Component Command and Control combat operations; Agile Combat Employment; air, space, and cyberspace operations; development and execution of the air campaign strategy to task plans; target development and air tasking order production and execution in support of the air campaign plan; non-kinetic operations integration to ensure joint all domain command and control effects for Air Component operations; Intelligence, Surveillance & Reconnaissance; Air Mobility planning and operations; Air Component multi-domain Testing, Training, Tactics & Exercises; Theater Battle Management Core Systems; Cyber Integration; Air Operations Weapons System and Cyber Warfare is highly desired. In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administrative and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of intelligence collection, dissemination and support activities requirements, special access program analysis and implementation methodologies, how planning supports and integrates air component operations, and how to manage a team providing formal training and course instruction; knowledge and understanding of current wartime planning and current national military strategy, operational Air Force Doctrine, joint doctrine, joint and Service planning models, operational design and airpower theory, DoD policy and guidelines, and Air Force war and mobilization planning; knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of intelligence collection, dissemination and support activities requirements, special access program analysis and implementation methodologies, how planning supports and integrates air component operations, and how to manage a team providing formal training and course instruction. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge and understanding of current wartime planning and current national military strategy, operational Air Force Doctrine, joint doctrine, joint and Service planning models, operational design and airpower theory, DoD policy and guidelines, and Air Force war and mobilization planning. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluation of the same. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
