The incumbent serves as the Supervisory Budget Analyst for Fiscal Service. As a financial expert, develops and maintains financial reporting systems. Performs analysis of workload and budget data to identify trends and irregularities and makes recommendations for improvement. Assists in overseeing the Medical Center's Budget operations. Assists in establishing budget policy. Provides instruction to management officials during budget formulation or execution processes.
Duties
Deal tactfully with other employees to implement revised policies and procedures.
Build and sustain relationships, resolves conflicts, handles negotiations.
Continuous support to CFO, Fiscal Staff, Management, Services, VISN, and VACO staff in funds availability, cost projections, salary projections, cost analysis and training in relation to IFCAP, 2237s, 1358s and budget management.
Performs technical review of financial data and analysis, and interpretation of cost data.
Provides technical advice and assistance to other Services and/or accounting staff regarding.accounting related aspects of mandated initiatives.
Interpreting and evaluating federal legislation, regulations, and policies related to accounting and financial policy.
Knowledge and understanding of financial data systems such as FMS, VSSC, IFCAP, VERA, AACS and PAID and other systems as they are implemented.
Engages in the development of self and others. Has the ability to recognize personal strengths and weaknesses and must engage in continuous learning and self-development.
Establishes guidelines and performance expectations for supervised staff which are clearly communicated through the formal employees performance management system.
Plans and assigns work to accomplished by subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employee.
Plan and coordination of Budget Briefings, development of the Budget plan and monitoring of budget spending across all the appropriation.
Responsible for allocation of funds, cost analysis, statistical reports in an effective manner responding to changes in budget plan. Assists and provides advice in construction, activations, Special Funding, equipment, and other areas.
Oversight/Administration of Employee Travel & Transit Benefit Program responsible to establish processes, guidance, internal controls, reports, and program goals & performance expectations for unit lead/supervisor & staff.
Work Schedule: Monday to Friday 8:00am - 4:30pm

Supervisory Statement: A one year supervisory probation period may be required for this position.
Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/21/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. General Adjustment SF-50's do not provide the information to reflect time-in-grade requirement has been met and therefore cannot be the only SF-50. If you are currently serving in a Hybrid Title 38 position, your SF-50's must reflect you have been in the position longer than one year.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and coordinating Budget Briefings, developing the Budget planning and monitoring of budget spending across all the appropriations. Responsible for allocation of funds, cost t analysis, statistical reports in an effective manner. Responding to changes in budget plan. Assists and provides advice in construction, activations, Special Funding, equipment and other areas. Establishes guidelines and performance expectations for supervised staff. Plans and assigns work.
