Duties

This position starts at a salary of $86,962.00 (GS-12, Step 1) to $134,435.00 (GS-13, Step 10) with promotion potential to $134,435 (GS-13 Step 10). In this Budget Analyst position, you will become a key team member of Homeland Security professionals providing advice and formulating budget requirements for all phases of work concerning the budget cycle. In this position, you will perform the typical work assignments below: Performing a variety of budgetary and administrative functions to support budget formulation and execution. Understanding of budgetary legislation, policies, processes, and precedent setting decisions which govern the PPBA phases of the federal budget process. Checking the accuracy and completeness of budget justification data submitted in support of budget estimates. Identifying actual and potential funding problems and recommending reprogramming to leadership. Preparing and consolidating a variety of special and recurring budget reports covering status of funds, expenses, and obligations.

Qualifications

Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Entering budget information on a variety of budget schedules and forms. Applying budgeting and financial management principles and practices in planning, program development, and execution of financial reporting systems and resource control procedures. Ensuring all budgetary transactions are in compliance with authorized policies and procedures. Utilizing financial systems/databases (e.g., Systems, Applications, and Products (SAP) or similar Enterprise Resource Planning systems) to query and extract detailed accounting records and reports to support appropriated fund execution reviews to gauge program requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/17/2024.
