About the Position: Serves as a Management Analyst for the Joint Activities located at Fort Liberty, North Carolina.
Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years a current Army Employee.
Duties
Directs and manages the Command, Joint Manpower Program (JMP) and its subordinate units consisting of military, civilian and contractor positions.
Provides manpower authorization data for budget and POM preparation/reporting.
Leads effort and conducts informal reviews, studies, and surveys of the Command headquarters, subordinate unit commands and staff organizations to determine manpower requirements for assigned missions and tasks.
Leads efforts, assists and advises staff directors and unit commanders in determining their manpower requirements.
Requirements
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.

Specialized Experience: One year of specialized experience which includes researching and refining specific requirements and job statements for new positions; determining manpower requirements; developing procedures, policies and guidance pertaining to mission and organization structure; and conducting force structure impact analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
