Duties
As a Program Specialist you will:
Plan and/or accomplish special projects through researching and/or analyzing problems, issues, or program requirements that may be unstable or complex.
Oversee the organization's human resources requirements.
Serve as primary liaison with the human resources office.
Advise management of the practical and technical aspects of the budget.
Prepares programs final budget submissions for the inclusion in the office budget. Assists in the presentation of the budget. Ensures that all of the serviced organization's budget plans reflect program objectives, priorities, commitments and a variety of administrative controls and established limitations.

Minimum Qualifications:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience:
Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in administrative operations, financial management, human resources management, interagency agreement development and administration, procurement, and program support.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
