About the Position:
This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).
Duties
Reconfigure and design programs and policies in morale, welfare and recreation (MWR) and related areas, to enhance mission accomplishment and maintain quality of life.
Provide policy and oversight for a wide variety of MWR programs such as fitness, libraries, and outdoor recreation.
Ensure programs and services are responsive to the needs of the mission, service members, and their families; are operated in a fiscally responsible manner; and remain financially viable.
Prepare budget estimates in accordance with guidance from the DoD Comptroller and participates in the annual President’s Budget preparation for submission to Congress.
Conduct numerous, complex and high-priority special assignments that are typically unprecedented and complex, with scope and objectives that often shift as the work progresses.
Analyze business, social and economic trends that impact program requirements in order to formulate policy for the military community.
Provide leadership for DoD, developing and implementing a far-reaching plan of action to ensure the survivability of the DoD MWR operations.
Plan work to be accomplished by subordinates; set and adjust short-term priorities; and prepare schedules for completion of work.
Requirements

Specialized Experience for GS 14: One year of specialized experience which includes evaluating the delivery of programs, services, and/or facilities related to Morale, Welfare and Recreation (MWR), developing policies for a variety of MWR programs such as fitness, libraries, and outdoor recreation, developing fiscal strategies to enhance MWR programs, collaborating with various stakeholders to develop strategic plans, and performing supervisory responsibilities, such as; assigning work, evaluating work performance, interviewing candidates for positions and identifying training needs of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
