You will serve as a MANAGEMENT ANALYST in the TRAINING SUPPORT DEPARTMENT of NAVMETOCPRODEVCEN.

Duties

You will apply knowledge of management principles and regulations to review, and analyze management functions such as personnel, civilian time keeping, travel, supply management and related activities. You will assist with time keeping by using the Standard Labor Data Collection and Distribution Application (SLDCADA) administration. You will produce reports and assessments in support of department requirements by inputting and maintaining data from financial requirements and programmatic databases. You will assist with budget and government commercial purchase card management and track total obligation authority. You will assist with the overall administration of the Defense Travel system (DTS) and Government Travel Charge Card (GTCC) programs. You will provide guidance and assistance on personnel program management and authoritative advice on administrative functions and processes. You will assemble data and supporting information for programmatic exhibits, briefs, and documentation.

Requirements

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analytical and evaluative techniques to identify and resolve issues or problems relating to personnel, civilian time keeping, travel management, supply management and related activities. Experience preparing, reviewing, and maintaining management databases and systems, command instructions and notices, and staff communication. Experience assisting with budget administration, purchase requisitions, obligations, expenditures and processing funding requests. Experience assisting with the administration of Defense Travel System (DTS) and Government Travel Charge Card (GTCC) programs. Experience assisting with the management of personnel programs and all matters relating to manpower/manning (military and civilian) programs. Experience as a DTS certifying official, ensuring all DTS authorizations, vouchers and local vouchers are approved in accordance with command protocol. For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analytical and evaluative techniques to identify and resolve issues or problems relating to personnel, civilian time keeping, travel management, supply management and related activities. Experience preparing, reviewing, and maintaining management databases and systems, command instructions and notices, and staff communication. Experience assisting with budget administration, purchase requisitions, obligations, expenditures and processing funding requests. Experience assisting with the administration of Defense Travel System (DTS) and Government Travel Charge Card (GTCC) programs. Experience assisting with the management of personnel programs and all matters relating to manpower/manning (military and civilian) programs. For GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR

A combination of experience and graduate education as described above that equates to one year of experience.

For GS-09:
Successful completion of a master's or equivalent graduate degree
