You will serve as a MANAGEMENT ANALYST in the OPERATIONS DIRECTORATE (N3) of COMMANDER - NAVAL INSTALLATIONS.
Duties
You will conduct studies of manpower issues impacting an agency (e.g., organization structure, authorizations, end-strength, staffing requirements).
You will conduct analyses (e.g., cost-benefit, cost sensitivity, risk) to assist customers in resource decisions.
You will develop documentation or reports to summarize results of manpower assessments or studies.
You will develop oral presentations to report on manpower studies, imbalances, or deficiencies.
You will analyze metrics and program data to recommend process improvements.
You will collaborate with senior leaders to identify or analyze skills gap issues associated with mission changes.
You will develop strategic performance measurement data to address the linkage between strategic measures and operational requirements.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

To qualify for the GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing and/or advising on work in any of the phases or systems of manpower administration to include budget cycle execution and planning for all manpower types; 2) Planning, developing, and/or conducting comprehensive program studies and analyses of substantial scale and impact concerning all aspects of current and projected operations directorate programs for effectiveness and efficiency in achieving planned goals and objectives; 3) Preparing supporting documentation for presentation of requirements; 4) Developing management strategies for coordinating the proper roles and mix of military, civilian, and/or contractors between mission requirements and authorized manpower. To qualify for the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing and/or advising on work in any of the phases or systems of manpower administration; 2) Providing manpower advice, assistance, and recommendations to accomplish program objectives; 3) Assessing manpower estimates to identify deficiencies, excesses, trends, and imbalances to ensure manpower resources are available and being used to support mission requirements. 4) Formulating budget or cost estimates to support plans, programs, and activities; NOTE: This information must be supported in your resume to be considered for the position.
