About the Position: Serve as Budget Analyst in the USACE, Honolulu District (POH), Real Estate Division, and execute a segment of the organization budget. USACE offers a team-inspiring and collaborative work environment, providing challenging and rewarding careers across a variety of disciplines. This is a developmental position GS-09 target GS-11. Management may hire at any grade level.

Duties

Identify and analyze trends in receipts, obligations, and expenditures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Monitor and track obligations and expenditures for supported functions and throughout the execution phase of the annual operating budget.
  • Perform monthly reconciliation of unliquidated obligations and conducts tri-annual Unliquidated Obligations (ULO) Review for Real Estate Division to validate outstanding commitment and un-liquidated obligations.
  • Responsible for the processing of Real Estate lease and invoice payments ensuring that Government obligations and payments are made to meet the requirements of the Prompt Payment Act.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Qualifications for a GS-11: Specialized Experience: One year of specialized experience which includes conducting data analysis to forecasting funding needs; and monitoring the rates of obligation and expenditure of funds for an organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Accounting. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
