About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Shafter, Hawaii.
Duties
Serves as a Budget Analyst in the Resource Management Division of the 516th Theater Signal Brigade (516th TSB).
Performs the full range of budget formulation and execution duties associated with the fiscal planning, programming, budgeting, and execution
responsibilities for assigned programs and mission areas
Incumbent monitors and evaluates budget execution for assigned programs and mission areas to ensure funds are executed in accordance with
operating budgets and other fiscal requirements.
Incumbent provides DTS system support with authority and responsibility to direct, coordinate, and provide advice and assistance to the
command.
Incumbent reviews, interprets, and implements budget guidance as applicable to facilitate development of budgets for assigned programs and
mission areas.
Requirements

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the
duration of employment
- TDY may be required 5% of time.
- The incumbent must obtain and maintain within two years Certification level 2 and the required continuing education every two years in
accordance with DTM-13-004, March 22,2013, unless a time waiver is obtained.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon
entry, and annually thereafter.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by detailed knowledge of automated accounting and documenting systems in order to locate and analyze data pertaining to the budget for a variety of substantive programs; knowledge of Army programming cycle to include the use of applicable regulations and policies; experience with the Defense Travel Program analyzing travel trends, identifying, and resolving issues related to travel authorizations, vouchers, and the system; experience executing multiple appropriations in accordance with fiscal law; and skills working with developing documenting, presenting, executing, and controlling budget plans and programs.
Education
