The Office of Administration (OA), Office of the Chief Operations Officer (OCOO), White House Operations Center (WHOC) is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. OA is seeking candidates for an Emergency Management Specialist position. The incumbent is subject to 24 hour on-call status during an emergency.

Duties

As an Emergency Management Specialist, GS-0089-11/12, your typical work assignments may include the following: Coordinates with EOP Campus partners to build a common operating picture that can be used to plan campus operations, anticipate, and identify disruptions to campus operation and mitigate the impact of disruptions if/when they occur. Collects, coordinates, and disseminates a wide range operational information to EOP staff and partners during emergency and continuity events impacting EOP staff and operations. Monitors various streams of operational information for potential emergency situations, including serving as a WHOC liaison in other internal and external stakeholder operations centers and emergency coordination mechanisms. Works directly with senior EOP continuity officials to provide advice and guidance on continuity messaging, delivery methods and audience. Analyzes information collection and dissemination systems and process to identify improvements and efficiencies and actively seek partner feedback.

In order to qualify for the Emergency Management Specialist position, you must meet the following: TIME-IN-GRADE REQUIREMENTS: Merit Promotion and Veterans Employment Opportunity Act (VEOA) Status applicants must provide an SF50 Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF50 must include the position, title, series, grade, step, tenure, type of service (Competitive or Excepted) and career status (career or career-conditional). No award SF50 will be accepted as proof of status and time-in-grade eligibility. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply. FOR THE GS-11 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: Developing emergency plans to manage the continuity of operations of an organization; Engaging with stakeholders to collect and disseminate information; Providing emergency support services to a variety of components and staff; and Organizing training for staff, volunteers, and other responders. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) OR Education: Must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. Related degrees include: Emergency Management, Government Administration, Public Administration, Public Health, Crisis Management, Crisis Leadership. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of their transcripts for verification. OR Combination: Combination of the above-described education and specialized experience such that they total 100% when combined. To determine your combination, first compute your experience as a percentage of the experience listed above; then determine your education as a percentage of the education listed above; then add the two percentages. The total percentages must equal at least 100 percent. (Only graduate level education in excess of two years (36 semester hours) may be combined with specialized experience. You MUST submit supporting academic transcripts.) NOTE: Applicants must submit a copy of their transcripts for verification. FOR THE GS-12 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties: Making recommendations on emergency plans to identify improvements and efficiencies; Managing resources to identify, acquire, and track resources during an incident; Providing guidance to leaders on emergency management training; Leading training for staff, volunteers, and other responders; and Communicating and sharing information with internal and external stakeholders. (Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) Note: There is no education substitution at the GS-12 grade level. Your resume must include detailed information as it relates to the responsibilities and specialized experience for this position. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined above to be considered minimally qualified for this position.
