The primary purpose of this position is to serve as the flying hour program budget/program analyst in the United States Special Operations Command (USSOCOM) Comptroller Operations and Maintenance Division, resolving complex problems, developing and revising processes and procedures, and performing a variety of functions involving the formulation, execution, and/or analysis of the Command's funding for substantive programs and support activities.

Duties

1. Performs budget execution and administration work involving monitoring current year and prior year obligations incurred and the actual expenditures of budgets with different sources and types of funding 2. Plans, performs programming and budget formulation, justification or work involving preparation of detailed analyses of annual and/or multi-year program and budget estimates for the flying hour program into a consolidated budget request. 3. Performs program and budget impact analyses of programmatic adjustments to future budget years in the FYDP (Future Years Defense Program). 4. Provides advice, assistance, and guidance on program and budget policy and related information. 5. Uses automated programming and budgetary system(s) and computer-generated products in accomplishing assignments.

  • Incumbent may be required to travel on military or commercial aircraft to attend conferences and meetings
  • This is a Testing Designated Position. The employee is subject to random drug testing and must sign a statement acknowledging the position occupied is identified as a TDP
  • This a Financial Management Level 2 Certified position iAW the National Defense Authorization Act (NDAA) 2012), Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Prior work or active duty experience to determine leave accrual may be considered for this position

Qualifications

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of the concepts, principles, practices, laws, regulations, and policies of budgeting for a substantive agency business area and expenditure of Federal funds. Comprehensive knowledge of command, agency, OSD, 0MB and Congressional manpower and budgetary processes and financing methods; and financial management and program objectives of the command, DoD and the agency as they relate to assigned programs or business areas. Comprehensive knowledge of command, agency and DoD missions, functions, programs and history necessary to formulate, justify, and execute a budget to support short and long-range program goals and objectives. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and political objectives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge and understanding of various federal financial processes, including knowledge of the Congressional Budget Process, as it relates to the formulation of annual and multi-year budgets and timetables to achieve established mission objectives; AND Comprehensive understanding of operational flying hour requirements and Army and Air Force aviation-related logistical systems to apply to all facets of flying hour program management. 2. Knowledge of various DoD directives and the complex relationships between USSOCOM and its combined relationships' procedures, policies and regulations which govern or affect the formulation. justification, and execution of USSOCOM's flying hour program and related costs; AND Knowledge of missions, goals, objective, work processes, and sources of funding pertinent to assigned programs/organizations. 3. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding; AND Skill in identifying and analyzing cost relationships between operational and investment programs and short and long term strategic policies and objectives, all of which are subject to significant and continuing flux over time. 4. Skill in preparing written correspondence, presenting oral briefings and representing the organization's viewpoint in formal meetings and negotiations with officials. 5. Ability to gather, assemble, and analyze data to prepare program and budget estimates, develop alternatives, and make recommendations to resolve funding problems. 6. Ability to communicated effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
