The primary purpose of this position is to serve as a first level supervisor, providing planning, direction, organizing, and exercising control over nonsupervisory employees assigned to the Financial Management Budget Branch of the United States Central Command (USCENTCOM).

Duties

Plans, organizes, and directs the activities of the United States Central Command, ensuring that HQ Budget Office complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents United States Central Command with a variety of installation and functional area organizations. Provides total staff financial management support and analyzes budgetary information to provide advice, assistance, and guidance on budgeting and related information.

  • Position is centrally managed. Centrally funded PCS is authorized if not 100% telework
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft and may require travel to the USCENTCOM AOR
  • Incumbent may be required to work rotating shifts, weekends, federal holidays and overtime throughout the year
  • Employee must be able to obtain and maintain a Top Secret security clearance
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program
  • As a mandatory requirement for employment in the TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if requested, to submit to urinalysis testing
  • The selectee must sign a statement acknowledging the position occupied is identified as a TDP
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d
  • Incumbent shall comply with the requirements of this certification program
  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, DCP

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the ability to plan, program, schedule, budget, and evaluate costs. Able to plan and schedule work to be completed by subordinates; set and adjust priorities. Ability to identify all issues affecting the organization in all financial areas and having active involvement in reconstructing and recasting of long- and short-range budget goals due to changes in funding. Providing effective management to ensure satisfactory financial plans are developed and executed. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the combatant command structure and mission. Knowledge of the financial management career field with detailed knowledge of commonly used financial management methods, practices, procedures, regulations, policies, and processes. Knowledge of safety and security regulations, practices, and procedures. Skill of analytical capability and be able to deal effectively with persons in other disciplines such as Program Management, Engineering, Contracting, Civilian Personnel, Manpower, Human Resources, as well with personnel in industry and officials at higher headquarters. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to gather, assemble, and analyze and interpret data to develop alternatives and make recommendations for policy and budgetary issues. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
