The primary purpose of this position is to serve as the senior budget analyst. Responsibilities include advising managers to develop effective and efficient projects and assist in Planning, Programming, Budgeting, and Execution System functions, budget development, budget justification, and to program and execute the command's CN funding in support of the USCENTCOM mission
Duties
As the lead COCOM counternarcotics budget analyst, performs budget formulation procedures/processes involving independent assessments and preparation of complex detailed analyses, budget estimates, special reports, and other documentation.
Develops, interprets and analyzes programs, capabilities and requirements in order to develop financial policies, plans and operations; provides guidance to Command leadership on the best use of resources and support available, within fiscal constraints, to meet the Command's counterdrug missions and support operational plans.
Serves as the financial expert to the USCENTCOM Counternarcotics Program Director and liaises with USCENTCOM CN Program Managers, CCJ8 financial management specialists and other appropriate Resource Advisors (RA) to evaluate and analyze CN budget requirements, justification and execution practices in the Division, Interagency Action Group, Operations Directorate and other Command offices or staff as appropriate. Coordinates with Directorate RAs and reviews the accuracy and completeness of the data input to financial management databases.
Researches project issues, analyzes options and develops appropriate briefings, correspondence and position papers for all levels of management and leadership in the assigned command.

- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing
- Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone
- Employee must be able to obtain Certified Defense Financial Manager (CDFM) certification
- Combatant Command and CN experience and expertise in the following computer systems are highly desirable: ABSS, DEAMS, Defense Travel System, FM Suites, and CRIS
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of DOD and skill in applying expert knowledge of the financial and budgetary relationship between the subordinate and the most senior level of financial management and budgeting within the employing entity sufficient to function effectively. In addition to having the knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence of timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Planning, Programming, Budgeting and Execution System (PPBES) budget review processes to include supporting processes including, but not limited to, program review, budget review and the Joint Requirements Oversight Council processes.
Knowledge of the counterdrug roles and organization of the Department of Defense, the Services, other Combatant Commands, Department of State, and other civilian Federal agencies, state and local agencies with counterdrug responsibilities.
Knowledge of electronic services and databases providing information and products regarding financial support and experience using the following financial data systems: DASD/CN> database (PR&A), Automated Business Support System (ABSS), Defense Enterprise Accounting and Management System (DEAMS), Defense Travel System, Electronic Document Management, FM Suites, and the Commander's Resource Information System (CRIS).
Knowledge of the authorities, policies, procedures, regulations and precedents governing the DoD's counterdrug Central Transfer Account (CTA). Congressional and agency financial procedures, regulations, precedents, policies and guidelines.
Skill in applying knowledge and theory, concepts, principles and practices of budget and financial management to be able to analyze complex issues and formulate solutions to problems.
Ability to communicate effectively, orally and written communications, and maintain good working relations with co-workers and supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
