The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Budget Integration Branch. The individual has the responsibility of being the command's central focal point for all financial management functions that have impact on multiple Comptroller Branches.

Duties

Plans, organizes, and directs the activities of the Budget Integration Branch, ensuring that branch complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and branch objectives. Exercises supervisory personnel management responsibilities. Performs supervisory personnel management responsibilities for a staff of nine civilian and military, and one contractor performing diverse functions: One military Budget Analyst, 04, eight civilians (one Management Analyst, GS-13; three Budget Analysts, GS-13; two Budget Analysts, GS-12; one Budget Analyst, GS-11; one Operations Research Analyst, GS-13) and one contractor employee. Budget Integration: Serves as the technical advisor to the Comptroller and command personnel on matters pertaining to the integration of USSOCOM budgetary responsibilities including Congressional Appropriation matters, information management, internal controls, Performance Budget Metrics, Inspector General financial practices inspections, Joint Resources Management Process (JRMP) all within existing Congressional, OSD and JCS financial process requirements and regulations. Command Representative at Meetings: Represents the Center Director, Comptroller and USSOCOM in decision meetings and conferences relative operations and maintenance funding in Congressional, DoD, Joint Staff and other service forums. Prepares Special/Unique Reports: Routinely plans and directs special reports or projects requested by the Division Chief, Comptroller, Congress, OSD, the Joint Staff and other agencies.

  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes implementing mission essential budget integration controls and functions in accordance with statutory and regulatory requirements. Acts as the primary Division advisor on budget integration matters related to all USSOCOM appropriations. Provides guidance and direction to the USSOCOM Staff and components for the proper management of appropriated resources. Researches and resolves financial management issues across the HQ staff, components, TSOCs, and the Services as directed by Congress, 0MB, OSD and DFAS. The work supports and directly affects the USSOCOM operations which has a wide impact on all services. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to plan and execute complex, multi-faceted projects; AND Ability to accomplish work through others; AND Ability to apply resources against approved programs; to analyze impact on programs; and to forecast current and short­ term resource requirements. Knowledge of DoD PPBS and goals, resources, objectives, organizations, functions and sources pertinent to the program and the organization studied or served, and related customers, functions and users. Ability to establish and maintain relationships with key individuals/groups outside immediate work units; AND Ability to advise others; AND Ability to quickly analyze situations and develop courses of action with impacts. Ability to communicate effectively, both orally and in writing. Ability to interpret and deconflict guidance from multiple sources; transforming it into clear, concise and easily understood guidance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
