The primary purpose of this position is to provide financial management services to all personnel, programs, support missions, associates, and external customers for AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems.
Duties
Performs budget formulation work involving preparation of detailed analysis and estimates of funding for future budget years; formulates budgets that meet the needs and objectives of important substantive national programs, verifies the costs of certain line items in the budget and accurately enters the costs in standard forms and schedules within established time frames; and reviews organizational historical budget data and/or matches funding requests or projected costs of selected line items with past records to accurately determine trends in spending and/or forecasting annual funding needs.
Prepares and/or assembles information in support of formal presentations of budget requests and reviews before OMB and/or Congressional committees; and effectively prepares and presents comprehensive oral presentations in assigned areas; and ensures the final products meet stated objectives and are timely, complete, logical, properly documented, and of professional quality.
Provides financial advice on complex financial issues; assessments of implementing decision, and develops programs, recommending procedural changes designed to streamline financial management; conducts independent research and study into current or planned financial management policy and procedures determining impacts in related areas of the mission; and establishes good rapport with supervisors, coworkers, and/or colleagues in functionally related support activities.
Provides financial management technical assistance and support to the staff in integrated planning, programming, budgeting, execution, and closeout program for financial resources; conducts special studies, analyzes and reviews providing sound projections of financial program and funding requirements; effectively serves as advisor or consultant on all phases of the Federal budget process providing appropriate guidance and advice to top managers; efficiently projects and analyzes the potential effects of budgetary actions on national, economic, social, and political objectives; and analyzes budgetary relationships and develops appropriate recommendations to accommodate actions.
Evaluates and advises on pending and current Congressional, OMB, DOD, USAF and Comptroller General decision and recommends courses of action; assembles sufficient background data and documentation to effectively explain impact of decisions on the mission; and consults with financial counterparts at various organizational levels within the Air Force to
discuss/evaluate decisions and a recommended course of action.
Conducts financial and cost reviews to determine resource requirements based on actual and forecast workload; assists and advises senior leadership in formulating adequate control to maintain efficient and effective utilization of resources; and assures that technical, cost and financial considerations are given in order to meet overall mission goals and objectives and provides technical forecast of cost and financial information in support of mission areas.
Conducts special studies requested by leadership to provide guidance, direction or action on established policies, procedures, regulations, or directives; involves resolving problems or issues of considerable importance or consequences to the program affected; and requires an understanding of diverse technical and financial information in order to establish a common understanding of the issues presented and to arrive at a satisfactory solution.

- This is a Financial Management Level 2 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Financial Specialist, GS-0501 Series.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year or will have one year within 120 days of closing of this announcement, 1 year of specialized experience at the next lower broadband (NH-02), equivalent to the next to lower grade (GS-11) or equivalent in the Federal Service. Specialized experience includes, but is not limited to, providing financial management services to all personnel, programs, support missions, associates, and external customers for AFMC. Services may include financial management advisory service, financial services such as budget operations, cost analysis, and resource management systems, focusing on experience in the formulation, development, and execution of budgets, financial planning, and multi-year programs required to fund and meet resource requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of structure, programs and work methods of organization (s) for budgeting work.
2. Knowledge of the commonly used agency budget procedures, regulations, precedents, policies, and guides.
3. Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines, and regulations.
4. Knowledge of Congressional, agency, and OMB budget processes, procedures, and requirements to include briefing formats and requirements.
5. Knowledge of budgeting regulations and procedures for providing procedural guidance on budget administration.
6. Knowledge of computerized budget system(s).
7. Skill in projecting and analyzing the potential effects of budgetary actions on national economic, social, and/or political objectives.
8. Skill in the analysis and resolution of complex problems.
9. Ability to communicate clearly and effectively, both orally and in writing.
10. Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies.
11. Ability to develop new methods and techniques of budgeting applicable to the forecasting of long-range funding needs.
12. Ability to gather, assemble, and analyze data to prepare financial cost estimates, develop alternatives and finding requirements, and make recommendations to resolve financial/funding problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
