The primary purpose of this position is to serve as an Air Force Working Capital Fund (WCF) financial management specialist providing timely and accurate decisions with Air Logistics Complexes. Perform various financial management functions, develop cost effective sales rates, budget, performance and analysis in support of Depot Maintenance mission, goals, and objectives.

Duties

Analyzes and assesses changes in program plans, reports, and advises of impacts on performance to maintain data charts, summaries, and reports to reflect trends, progress, and deficiencies for use of overall management. Uses automated financial management systems and computer-generated products in accomplishing financial management and/or program management assignments. Serves as the consultant and technical Subject Matter Expert (SME) in financial management to functional experts and/or agency officials responsible for program operations. Serves as a consultant providing advisory services regarding proper methods, techniques, and factors for decision support. Effectively prepares, assembles and conveys information in support of formal presentations of budgets, requests for information, and formal reviews with higher echelons. Ensures the final products meet stated objectives and are timely, complete, logical, properly documented, and of professional quality to identify and develop improvements to complex processes.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have within 120 days at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in analyzing, recommending solutions, and accomplishing workload for the assigned organizations, objects classes, substantive programs, and support activities. Performing a wide variety of cost and budget review functions, conducting analyses and special studies, and providing reports, database tools, advice, and guidance to field finance offices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets. Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Working Capital Funds (WAF). Knowledge of the DoD Planning, programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents. In-depth knowledge of the organic CSAG-M functions, to include financial and production related operations, policy and procedures found in base level, AFSC, HQ AFMC, and DoD regulation, capital and operating budget preparation, rate structures, revenue calculation, expense/investment development and tracking, and financial/program analysis required to maintain a solvent CSAG-M fund. Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance. Overall comprehensive knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc. Skill to plan, organize, and conduct information gathering and to negotiate with management to implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues. Ability to communicate effectively, both orally and in writing, in responding to work related problems and questions dealing with team members, using activities, and all levels of other ALCs, ALC Commander, AFSC, HQ AFMC and other DoD organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
