The primary purpose of this position is to serve as subject matter expert encompassing support to Accounting Offices, Air Logistics Complexes and Supply Groups geographically dispersed throught the United States. Individual is responsible for analysis and key advisory on financial policies and procedures to assigned Group and Programs.

Duties

Performs complex budget formulations, execution, and financial management involving trend analysis and detailed analysis of funding needs for a $2.4B organic repair program; the largest and most complex program in the Air Force Working Capital Fund. Provides expert financial advice on complex financial issues, assessments of implementing decisions, and the implementation of command initiatives. Conducts financial and cost reviews to determine resource requirements based on actual and forecasted workload. Assists and advises Division Chief in formulating adequate control to maintain efficient and effective utilization of resources.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes formulating the execution of budget forecasts; analyzing costs, benefits, trade-offs and trends in rates of obligation and expenditure; provide justification and/or execution of budgets for organizations, programs, or projects; identify, analyze, and resolve financial management problems; and interpret complex legislative precedents related to the federal budget process and recommending ways to improve the utilizations of funds. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of policies, processes, procedures, and regulations governing budgetary processes. Strong knowledge of laws and regulations governing financial procedures. Ability to analyze and interpret financial reports, schedules, and statements. Complex technical ability and knowledge of financial management systems and concepts. Strong functional knowledge of DoD planning, programming, and budgeting systems, their processes, products, terminology, and guidance documents. Independent ability to plan, organize work, and meet deadlines. Clear ability to communicate effectively both orally and in writing. In-depth ability to formulate, justify, and execute assigned budget. WORK ENVIRONMENT: The work is usually performed in an office setting requiring normal safety precautions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
