The primary purpose of this position is to serve as the Resource Management Flight Chief with responsibility over Appropriated Funds and Non-Appropriated Funds: financial management/oversight, information technology support, and logistics support. Maintains oversight of property, facility, and information technology and provides financial cost review advice.
Duties
Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance of subordinates and gives advice, counsel, or instruction to employees on both work and administrative matters. and interviews candidates for positions; recommends appointment, promotion, or reassignment. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager.
Balances workload and provides advice, guidance, and direction on a wide range of functional area and administrative issues and coordinates with other organization managers and customers to identify requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives
Represents the organization with a variety of installation and functional area organizations to establish, develop, and maintain effective working relationships with multiple organizations and agencies and meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality and serves as a technical expert for various ongoing or special one-time projects to include chairing special working groups to study and resolve major financial problems.

- A bachelor's or advanced degree in business administration, economics, finance, or other related field is highly desirable

Qualifications
BASIC QUALIFICATION REQUIREMENT: Applicants must have at least 1 year (52 weeks) to meet one of the following qualification requirements by the closing date of the announcement and provide documentation to support your qualifications (If you are using education to qualify, failure to submit the required documentation will result in you being rated ineligible. SPECIALIZED EXPERIENCE: I have or will have within 120 days of the closing date of this announcement, one (1) year of specialized experience equivalent at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in the Federal Service in one or more of the following: provide financial management service to all personnel, programs, support missions, associates, and external customers to include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems. Experience may have been gained in the private sector, volunteer service, military service, and/or government service, etc. Services also include financial management advisory service, financial services, budget operations, cost analysis and resource management system. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement..
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations.
Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides.
Knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent.
Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organizational unit.
Ability to utilize AoP concepts and principles to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
