This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC).
Locations will be Negotiable within the state of South Dakota only. Applicants interested in duty locations not specifically listed on the announcement are encouraged to communicate location availability during the interview stage.
Duties
Assists the Area Resource Conservationist for Programs with managing the activities of financial assistance programs within the Area of responsibility.
Runs reports and tracks agreement actions for completion. Informs field offices of actions, provides follow up and assistance with contract maintenance.
Provide support for the program portion of the field office Quality Assurance reviews.
Review application assessments and rankings to ensure consistency with program guidance.
Assist Area Resource Conservationist for Programs with program contract modifications, cancellations, terminations and associated requirements.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one one year at the GS-7 grade level for consideration for the GS-9 grade level, one year at the GS-9 grade level for consideration for the GS-11 grade level).
GS-9 Grade Level Specialized Experience: To qualify for the GS-09 grade level, you must possess at least one year specialized experience equivalent to the GS-7 level or higher in the Federal service that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. For this position specialized experience is defined as performing assignments, projects or studies related to administrative business operations and programs; gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency; and producing analysis reports and spreadsheets to support business operations.

Substitution of Education in Lieu of Specialized Experience: Possess two years of progressively higher level graduate education leading to a masters degree or masters or equivalent graduate degree OR LLB., or J.D.
OR
Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
GS-11 Grade Level Specialized experience of at least one year of specialized experience equivalent to the GS-9 level or higher in the Federal service performing staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity. Examples of specialized experience include: performing assignments, projects or studies related to administrative business operations and programs; analyzing and evaluating (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives; and coordinating management analysis studies with business operation programs, goals and objectives.

Substitution of Education in Lieu of Specialized Experience: Possess a Ph.D. or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree in Business, Management, Economics, Accounting, Finance, Marketing, Psychology, Public Administration, and Computer and Information science. (NOTE: You must attach a copy of your transcripts for verification).

Combination of Education and Experience: Possess a combination of graduate-level education and experience, as described above. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
